Local channel mapping question

This is one of those goofy things I have thought about.

As most of us know, the locals are in the 7000-9400 category, but most receivers map them to their "local" channel.

example...my locals are from 7574-7581 but are mapped to 3 6 8 10 11 21 (as these are their OTA channels)

But what happens when there are 2 of the same channel in a market? How does it map? In Minneapolis, there are 2 channel 9's...KMSP (FOX MInneapolis) and KAWE (PBS Bemidji..some 180 miles away but still in the DMA). Dish maps KAWE to Channel 22, which is the OTA channel for the satellite station KAWB (Ch 22 Brainerd).

But what happens when there is no other option? One that I noticed was Cheyenne, WY. They have a PBS on Channel 13 and a LP NBC also on 13.

Anybody know?? :)
 
In theory they could both have the same channel number, as happens when both 61.5 and 148 are in a system.
Both I suppose one station could elect to have Dish use their Digital channel number, or the channel number the cable company uses.
