As long as you pay the extra 5 dollars a month for locals, you can use the DVR to record them, Correct?
 
The answer is YES, but it would help to understand what box you have, and whether you mean OTA DTV broadcast locals or satellite-delivered locals.

Even if you don't pay the $5 / mo, you can still dvr / record the OTA locals, you just won't have a guide to select from. You'd have to set manual timers instead. It's a pain but that's the way Dish wants to play it. Even if you pay for LiLs, you still may not get epg for all your OTA locals.
 
not necessarily. If he has an older DVR like a 501, 508, 510, 721 he can't record the OTA because those boxes dont have an OTA tuner built in :)
