Board Approves Cable TV Franchise Agreement with Verizon

The Loudoun County Board of Supervisors has approved a cable television franchise agreement with Verizon Virginia, Inc. The agreement allows the company to provide cable television services to residents along with the broadband services and telephone service it already has the authority to provide. The franchise agreement applies to areas outside the incorporated towns in the county.

The Board's approval of the franchise agreement creates the first countywide competition among cable providers. The county is currently in negotiations with Adelphia to renew its cable television franchise agreement.

Under the franchise agreement with Verizon, the company will provide the county with $100,000 upfront and $1 per subscriber per month for the 15-year term of the agreement. The money will be used toward funding public, educational and government channels and an institutional network.

Verizon's initial service area, which will be built out within the first four years of the agreement, includes areas served by its existing Leesburg, Sterling, Ashburn and Arcola call centers. Verizon is to begin serving western Loudoun within seven years.

The Board also agreed that the county's Cable TV & Open Video System Commission will receive complaints that might arise from Verizon's construction and administration of its cable television system and will work with Verizon to resolve any such issues.
