Tonight I saw a Cubs game on in a bar, evidently on the Marquee channel, the Cubs' own answer to YES, and there's of course a crawl going full time at the bottom, frequently reminding to "get the app or go to marquee.com, and call your provider to watch." It's "either, or", right? Either get your intelligent TV, computer and/or phone device to stream it (after registering & paying) OR call your cable/sat provider to see whether they carry it. Or do they let you stream it free with proof of cable/sat authorization, and that's what they're meaning? If so, are there other services that do this? If I sub to DiSH, can I register that to Sling?

I believe to get the marquee network via a provider login you need to live in the Cubs MLB assigned territory and use a provider that does carry the Marquee Network with the one exception of having DIRECTV which is provided nationwide in the Choice and above packages but you can only watch the games on that channel from the DIRECTV Marquee channel if you either live in the Cubs territory or you have MLB Extra Innings. DISH/Sling does not carry the Marquee Network.

Yeah - if your TV service has Marquee, you can link your TV account to Marquee's app so you can stream it on the app or your smart TV without paying the separate DTC cost. It isn't an option with Dish/Sling as they do not offer Marquee.
