Motion Artifacts on locals

I have a 722k and a new Samsung 240 hz led LCD. It seems like I only get motion artifacts on my local channels. It doesn't matter if it's OTA or thru Dish, but I don't have the problem on any of my other channels on Dish. Is it because the local channels are compressing their signal? I am in the Harrisburg/Lancaster PA market.

By motion artifacts you mean compression artifacts because of the motion? If the same channel OTA and via Dish shows the same issue it is probably the channel. My guess is your are watching sports on those channels and you just may not notice it on other channels.

Let's face it, the OTA MPEG2 standard, as well as what Dish provides us, just doesn't have enough bandwidth to provide a clean HD picture during high motion/action scenes.
