Available 4/10/2018, customers will have the ability to purchase movies though their set-top box (STB) or the DISH Anywhere (DANY) application. Like how customers currently rent movies though video on demand (VOD), a “buy” option will be enabled alongside the “rent” option. After purchasing the movie, customers will have access to the movie though the STB or DANY app. Customers who decide to purchase movies will be able to make payments and manage payment methods though the STB/DANY purchase flow. Customers who leave DISH will continue to have access to their movies through the DANY app.
What You Need to Know
Movies that are available to purchase will display a “Buy” option.
Upon selecting “Buy” the customer will be prompted to select their purchase option.
After making their selection, the customer can select a payment method on file or add a new payment method.
A payment confirmation screen will be displayed.
Customers will be able to watch their movies after purchase, like current VOD content. Purchased movies can also be accessed through the VOD screen, or DVR screen.

Q: Do customers need to be internet connected to access the “Buy” option?
A: Yes. If the customer’s STB is not connected to the internet, they will be unable to purchase movies.
Q: Is “Buy” available on every title in the VOD library?
A: No. More movies will be available to purchase as the program grows.
Q: How long do I have access to movies I purchase?
A: Customers never lose access of their purchases though STB or DANY. If a customer leaves DISH, they have access to their movies though DANY.
Q: If I update my payment method through the STB to purchase movies, does it change the default payment method for my account?
A: No. Default payment method on the account will not change.

You can buy the blu ray version of Dr. Strange for almost half what Dish is charging, not very competitive. For example: Walmart charges 9.89.

Yes, and that "ownership" is not dependent on the internet, Chuck's servers or a hard drive. Looks like a no brainer to me. Although with Dish, I assume you could watch a movie on your phone, not that I would ever want to.

The part I don't get is accessing them from DA after you leave Dish. I guess your account never dies if you stop being a customer?
On the DA side, it's just a username and password. Of course, it's the same one you use to access all of your Dish account information while you have a Dish account. As you say, it never dies. That's probably the case today though as well. If you cancel Dish and a year later create a new Dish account (new phone #, new address, etc - NO links to your previous account), I'm guessing you can't use the same username (or email) to tie into the account. It will reject it saying it's already used.
 
I wonder if Dish is going to crop the movies instead of leaving them in their original aspect ratio? I've rented VOD from them and all I got were the horrible cropped(fill the whole screen) versions.
