Multiple remote problem

I have four 21.1 IR/UHF Pro remotes:
Remote 1 is set to IR and its primary address is 1
Two of the three UHF remotes are on remote address 19 Pro Band A

When I try to initialize the third remote the address changes to 8 and the other UHF remotes are locked out. I then try to re-initialize the two remotes. They go back to address 19 and the third remote is locked out.

I'm missing something obvious, but it's been so long that I don't remember what I'm doing wrong. Help would be greatly appreciated.

Press and hold the sat button on the third remote(8). When all lights light up, let go, and the sat will flash. While flashing type in 19#. Sat will blink three times. Make sure the remote address is 19 still on system info. All three should work.
