New OTA Channels Added Automaticcaly on 1 HWS, not on the 2nd.

I have 2 HWSs with OTA.
My local Fox affiliate, WTXF Channel 29 in Philadelphia, recently added 2 digital sub-channels, 29-02 and 29-03.
When I checked my OTA channels on my family room HWS the new channels were already in the program guide and working.
When I checked my OTA channels on my living room HWS the new channels were not in the program guide and I had to do an OTA scan to get them.
How did the one HWS add them automatically without initiating a scan?

Mystery ota additions? I have always had to add the new stations or I don't get them. Now the older DISH pal plus ota box I had ,would do automatic ota additions when ever it found one over the air.

Here's a question. Since it's a new sub channel not a totally new channel, can the Hopper add it on it's own?

The local CW added a sub-channel recently (not sure when - someone mentioned it at AVS) and it didn't magically show up in my guide. I had to re-run the OTA scan.
