Due to significant customer demand, effective Tuesday, September 19, 2006, a new channel, dedicated to Public Access, will be launched on channel 115 in Long Island West service areas (Corps 7801, 7858, 7818, 7828 and 7848).

The new Public Access channel will be available as part of the digital Broadcast Basic package and above. It will also be available to business customers as part of the iO Entertainment and iO Business packages. An iO digital converter, a CableCard-equipped digital cable ready TV or a digital cable ready TV with a built-in QAM tuner is required to receive channel 115.
 
I guess it depends on system by system basis how many public access channels are offered.
In NJ the Oakland system has one channel where taped public access programming is shown. The other channel gives towns their own 24/7 channel.
 
Public access channels are generally offered by community and not system-wide. In the Cincinnati area many communities have 5-7 public access channels but the access channels in each community are different. The major access centers in the metro area banded together and share one of the channels which is available system wide in all the communities with access channels. But the rest are unique to each community.

Most of all it depends on the franchise agreement with the municipality a particular cable system is in.
