A lot of the Comcast systems that carry WGN were inherited systems. Many Comcast systems around Comcast's HQ in Philadelphia don't carry it at all, even as Comcast added channels like Oxygen to digital tiers to compete with DirecTV and Verizon.
Comcast still views WGN as similar to what WPIX/WPHL once was were in early 2000s, minus WB(CW) primetime and a lot of syndie programming with just Chicago related content, even though Tribune/WGN America has made strides to fill its lineup with a lot of retro TV and stuff with a more national appeal recently.
That said, Verizon Fios has WGN, though Comcast's main TV appeal is indicating one gets all the Philadelphia sports with CSN + CN Philadelphia, where Fios customers only get CSN, and DirecTV and Dish customers get neither.
