Pixelation Issue on Sports Broadcasts?

I've noticed that on certain channels there is an issue with pixelation during a sports broadcast when the camera quickly zooms in for a shot. The picture quality is severely degraded (ie choppy, pixelated) - but goes back to HD quality again when the shot pans out.

I've noticed this while watching Lakers games on TWC Sportsnet and WWE Raw on USA Network.

Is this common with certain channels that have fast-moving action (compressed signals???) or is there an issue with my set-up?

Raw and Smackdown have been like that recently but Raw was really bad last night
