Public access requirement

Is VOOM bound by the same public access requirement as E* and D*? On their channel line-up I noticed they will be carrying two CSPANs. Is this enough to satisfy the requirement or will they be adding more?

Actually two CSPAN's do not count as public access programs.

One Cspan could, but the second must come from a different provider.

Thats a good question though. What is voom offering for Public Interest channels?
