Question about apparent dvr pricing structure...

I undersand that beginning this winter, customers will be charged a flat rate for dvr service regardless of the number of units they have,

1. Is this true?

2. If I have a used 722k can I activate it in place of a current 211 in my bedroom, and face no additional use charges?

3. Do I return the 211 to Dish?

4. If so, do I received reduced billing?

5. Any thoughts about my best options?
