question on the 921

does anyone know if the 921 can be used solely for OTA HDTV viewing without a Dish Network subscription?

Also, will this box still be good in a few months? I heard something about a change in HD signals or something?

The word is that the 921 will not work without it being active. If it is active, then yes the OTA will work. If you leased it, you need the HD Package. If you bought it, any package will work. Also, unless you have All-everything, you will be charged a DVR fee.
