Yes.

The signal strength registers very well. Its the scanning that fails.

For example my PBS station frequency shows a 90+ signal level on the Voom box but fails
to be picked up on the channel scan.

All the channels come through when I connect the antenna cable to the Samsung HDTV
tuner so I know the antenna is properly aimed and wired.

I don't know where you reside. I also have same problem with one of local PBSs. After contacted the station, they suspected the header of the signal stream may be the problem; they are in process of moving from channel 27 to 25, they don't expect to solve this particular problem (only to Voom Motorola) any day soon.
