I want to say thanks to all who have helped with my neighbors problem.
I ran all the tests last night on his replacement box, double checked the alignment, eliminated possible bad barrel connectors and deducted it has to be a bad LNBF (Dish Pro twin).
He has an appointment Tuesday to get it replaced.
