I want to be able to use the remote without moving the TV or box. The other remote for this box is upstairs and work fine. Do I need a infrared remote ?

No, you need a Radio Frequency (RF) remote. DISH Network calls them UHF remotes. Infrared begs that the receiver be within line-of-sight of the remote.
