Remotely Set DVR WITHOUT Sling?

A friend has Hopper 2000 (no Sling). He wants to remotely set DVR from his phone. He's not interested in actually watching anything from his phone. His Hopper is broadband connected. Can he still use the DISH Anywhere site and app even if he doesn't have Sling?
