Alaska
I live on an island in Alaska, so technically there isn't any local channels (the only thing considered local is Anchorage)..

Is there anyway I could get Seattle locals?

Bell Expressvu from Canada has Seattle (and Boston) locals (SD & HD).
Otherwise you'll have to wait until Dish adds them, and hope they arn't spotbeamed.

Under SHVERA, E* is required to assign every part of Alaska to one of the state's DMAs, even if Nielsen doesn't. So your only legal option is for E* to offer you locals from Alaska (probably Anchorage as you suggested).

A side effect is that the same law also sets a deadline for E* to offer HD locals in Alaska; there is none for the "lower 48". (I don't remember the deadline as I'm not a regular here anymore.)
