whats up with educator TV/? 9417 Its been off air for quite a while..

As I look in the guide, it starts showing programming again at 4PM as MiracleNet. Looks like a religious service or at least a religious block. I saw Good Samaritan Network is labeled as moving to 9621 from 9416 too.
