I was doing some FCC research on public broadcasting and read the "4 percent rule"

4 percent must be public broadcasting.

But, the fascinating thing about the rule is that the "4 percent" is just a small part of the regulation.

The big part covers requirement to provide access for politicians running for office . You can see what is important to the Washington crowd.

Its always fun trying to get a good radio station to listen to between 2:00 and 7:00 AM on Sunday mornings when most stations are broadcasting their "public interest" compliance shows.
