Q3 2006 was not a great quarter, so you have to be careful about the percentage figures they're tossing about.

They gained about 110,000 net subs. However that is about 60+ percent less this quarter then the last. Their churn rate is 1.96. By compairison, D* gained over twice as many subs this quarter.
