the price changes, new bill did not go up yet. maybe after this bill?

I would say the increase technically has not happened yet. When the actual date it goes up comes then you will see it reflected. They can still change their mind and go up more.....

It’s cause the price increase is in the middle of the billing cycle.
If they raised the rates your bill would be so dam confusing to most people, they would get phone calls and it would just be 1 big bi**h session between the customer and the agent at Dish.
Better for them to keep the rate consistent on each bill.

People get too confused and irritated as it is when bills go up
