I read somewhere when you play TrueHD source you should have the dialogue enhancement to off to get the best quality is that true?
 
IIRC, yes, it is. If you send audio as analog.
DD TrueHD soundtrack uses higher sampling rate and bit depth than dialog.
When decoding in the player and mixing in other soundtrack (PiP, menu), the TrueHD is downmixed and loses resolution.
To keep the main soundtrack in all its glory avoid mixing any sound into it.

If you bitstream over HDMI, this doesn't happen since no decoding is done in the player and nothing can be mixed together.

So If I have it over HDMI it does not matter if the dialogue is either on or off
Correct.
If you bitstream the TrueHD soundrack to an external decoder, you don't have an option to mix other soundtracks in.
You can't hear anything but the main track even if you wanted.

Dialog enhancement and dynamic whatever it's called should both be off.

HDMI->Auto (unless you have a A35, XA2, HD805 or 8.8)
SPDIF->Bitstream
