VIP211k needs new Smartcard for Flex Pack?

That's what the rep told me. He said he would have them sent right out. Does that sound right, new card required in a 211k before you can switch to Flex Pack?
 
The old smart cards are for MPEG2. Newer programming is MPEG4. We've been swapping same model receivers since Dish updated to MPEG4 last year because of the older smart cards
 
All Dish ViP receivers have have been MPEG4 compatible since the 622 and 211 were introduced.

Smart cards are neither MPEG2 nor MPEG4, that is a hardware protocol on the motherboard.

Smart card is more related to encryption than compression.
