I really doubt that is true. If you follow Apple at all, you'll know
that there is a segment of the fan base that seems to revel in
generating and spreading the wildest rumors possible (Apple to release
rocket belt for iPod at WWDC, Apple develops warp drive - will release
line of space ships in 2007, etc.). Further - the actual rumor is that
Apple is looking into satellite *radio* music distribution, which would
have nothing to do with Voom.

If there's anything at all behind the rumor, it could be something like
a partnership with XM or Sirus to let the iPod act like a Tivo box for
time delayed radio. More likely its a complete fabrication, and whoever
made it up is snickering about all the speculation it generated.
