MPEG4 gives the same PQ as MPEG2, it just uses less bandwidth to do so.

MPEG2 with very high bitrate will look better than MPEG4 with very low bitrate.

But, MPEG4 looks about the same as MPEG2 with half the bitrate, so half the bandwidth (very roughly).
