WeatherNation stutter on Dish EA

Is anyone else noticing that WeatherNation (Ch 215) on Dish Eastern Arc is stuttering?

Is it doing the same on WA?

Is it doing it on DirectTV?

On 08/25/17 it was studding in the evening. Haven't check today. I am also on eastern arc.
