Welcome Package Problems

I am trying to downgrade. I would like to have either of the following plans.

1. American Welcome Package & DishLatino Welcome Package ($20)
2. American Welcome Package & DishLatino Bonus Pack ($24)

Dish says neither combination is possible. Is this true?

Also, I read somewhere on these forums that somebody had gotten option 1 for only $14. They got the American Welcome Package for $10 plus a $3.99 upgrade fee for the Latino Welcome Package.

I know you can get the welcome pack & locals for 14.99 but didnt think you could add any spanish packages to it
