What exactly is the rule for when E* has to change some of the locals to 1 dish?

I've read people saying that all the locals had to be on one dish but, by when?

Also, I have read some saying that all the loclas have to be from one sat. but, I thought, the ruling was that all the locals had to be received from one dish, not one sat.

Is there any possibility they will put them all on the wing dish?

When I lived in the Roanoke, VA, DMA, mostly everybody who had locals, had the second dish.

If there are indeed areas where there are more subs with the must carry than without, wouldn't it be less expensive just to put all of them on the "must carry" dish?

Is there a possibilty that they'll give away a bunch of Dish 1000's? They could very easily just take the LNBs off the Dish 500 and the single from the 61.5/148 dish, then put them all on the Dish 1000.

Nope. Section three of Senate Bill 2644 (108th Congress), the Satellite Home Viewer Extension and Rural Consumer Access to Digital Television Act of 2004, allows 18 months after its enactment (roughly December 8, 2004) before the requirement, worded as such:

A satellite carrier that retransmits the signals of local television broadcast stations in a local market shall retransmit the signals of all local television broadcast stations retransmitted by that carrier to subscribers in that market by means of a single reception antenna and associated equipment.

A customer must be able to receive all of their local channels using a single dish, not a single satellite. For instance, a specific local market could be split between 110, 119 and 129 and still meet the requirement since a DISH1000 would be able to receive all three orbital locations and satisfy the "one dish" requirement.

To clarify, the deadline is May, 2006. One of the big questions related to this issue is whether a Dish customer is required to have the single dish installed for that Dish customer to be able to subscribe to their locals. I was under the impression that this was how the legislation was written or how the FCC was implementing the legislation. Please correct me if this is in error.

I see no problem with dish just moving the local channels that are split over on the wings and move them to 129.

I don't think the FCC would have a problem with Dish moving the split wing locals over to 129 W. The question is, will Dish be required to install D1000's for every subscriber that wants locals in those markets? In other words, will a subscriber need to have a D1000 installed to receive their locals if they are split between 110/119 and 129? The wording of the legislation maybe ambiguous but the FCC implementation rules should be very clear.

Meaning, E*, like D* does with 72.5, could put all the locals on 61.5.

Let's use Roanoke VA, for example, they could move NBC, ABC, PBS and CBS to 61.5 and make future subscribers to locals do a special promotion for the second dish, as they currently do for the Superdish.

Is this probable? I say "probable" because I could be wrong about there being more people with the "must carry" dishes than not, but I would be cheaper than sending out techs to do the Dish 1000. However, those who have no line of sight for 61.5 and the ones who chose not to get the second dish might be a little upset.
