I am pretty sure that its a KA band LNB for 'Exede' satellite internet service. (Formerly known as 'WildBlue'). 60 bucks for 10 GB a month, but higher than average latency.

Up here is's just over $100/mo and you don't want to go over your quota... can end up being $1K+...
