Who is Quantserve.com?

...and why don't they respond in a timely fashion to my HTML query? My Firefox browser is hanging "transferring data from pixel.quantserve.com..." The page seems complete, but since this is "transferring" in the background, as soon as it finishes (or times out), the page jumps back to the post that I had linked to.

It also happens with the ads from burstnet.net or whatever it is.. Makes loading the site painful.
