Why every time my receiver get stuck scanning on 11.829 GHz H?

Why is the strange carrier keeps getting my receiver stuck scanning on 11.829 GHz H, 2.170 MBs on IA-6?

Does anyone knows this mystery station is?

I just usually rescan 2nd time and its works fine despite the strange signal.

This signal has no PAT and some receivers, like my Fortec, just sit and wait for it to magically appear.

there is 2 transponders that do this to receivers...it seems to freeze them up. I exit out, delete the TP, and rescan satellite (not blind scan)
