I have been doing FTA with Pansat for awhile, so I'm not totally new to the tech, but I am new to DVB PCI.

I have a Hauppauge WinTV PVR PCI II installed and useable in a computer which I have been using for something else. Am I able to use this device to receive and watch satellite like FTA?

I found a "instructions" with a whole bunch of different programs in it, but it sounded like pig latin since I am familiar with the technospeak of this method.

That card looks to just be a TV / FM radio tuner. You'd need a DVB tuners to view anything FTA.
