I am considering buying a Windows 8 tablet. I think I already know the answer but is it possible to transfer shows from my hopper DVR to a Windows 8 tablet to watch while I'm off-line?

Transfer App is only for iOS at the present, so no.

Android and iOS. Windows tablets, I don't believe are even supported for DishAnywhere app at all.
