Winegard PS-9370 needed with the Winegard MS2000

Is the PS 9370 really needed since the MS2000 is amplified already?
Does this make a difference if this was going to be hooked up to a Dishnetwork OTA tuner?

The PS 9370 provides power for the amplifier in the MS2000. Unless you have another source od DC voltage the amplifier in the MS2000 won't work.

In the description it lists that the item comes with a power supply already.
