Why are some of the channels I don't receive green and some red in the programming guide?

Why are some of the channels I don't receive green and some red in the programming guide?

Green channels can be added with your remote via the customer service program on your receiver (if it's connected to a phone line). Red channels cannot be.

Thanks, can I add a green channel a la carte?

I don't have a phone line so I can't try it.

I wish I had MSNBC but it would be expensive to go from TurboHD Bronze to Classic Silver + HD.
