Talking to my local installer getting locals for people who did not have them before is not automatic. He said you have to call Dish and request them. Do not know if this applies in your case or not.

Not really correct

As of 06/03/2010, if you change or upgrade your package say from top 120 to 200, or you order Dish. Locals are required. In my case SD locals are on the 1000.2 dish HD locals have to have a added dish to receive. Maybe in the latter case you might need to request the extra dish. But if it is missed and the costumer does not know they need another dish would it be another 95.00 tech visit. or in my case can't get a view of the bird. Alot of cracks to fall thru.JMO:D

I just had the dish network techs out to my house today. I live in Augusta County VA too. I have the 61.5 orbital and I am unable to get them. They told me that the locals are only on the 110 and 119 only. If you have line of site to either of those two, then you are good to get them. If you are like me and only have line of site to the 61.5, then you are out of luck! The techs told me to complain to dish network so that they will move the locals to 61.5 orbital.

Hope this helps!

none of the new markets were put on 61.5 because there is probably no room ;)
Heck they put one of the most northern DMA's (Presque Isle, Maine) on 119

"The techs told me to complain to dish network so that they will move the locals to 61.5 orbital."

Ok...I find that a bit impolite. If I understand the context of your post it seems the techs were somewhat dismissive.
In any event.
Question: Is your house surrounded by tees? Especially to the southwest?

Called dish sat. morning they said I could get local channels but would need a side dish. Tec cam out sun. morning took out my 1000.4 dish put in a500 pro dish for sat110and119. plus a pro dish for 61.5. Now Ive got locals but not all my hd channels because some hd channels were on 72.7 on the 1000.4 dish so tec comes back mon morning switchs the 61.5 dish to 72.7 now still missing more hd channels than before tec is going to call his supr. and call me back . how many sats can you have on one system?

The tech should have put up a D1000.2 for 110/119 & 129

all HD on 61.5 & 72 is on 129 and would work fine unless you have line of site issues

The maximum is 4 sats normally using a DPP44+ switch

I have tree coverage at my house for the 110 and 119 and 129 orbitals. Since my last post, Dish has sent 3 different techs to my house for a second and third opinion. Unless they place the locals on 61.5, I will never see them.
