I think Apple is the main target in Europe because they don't allow carriers push customized ROMs.
Hence, whatever is on the phone comes from Apple.

With Android this is a moot point...

John, I'm basing my post on the CarrierIQ logo on the signage for 1200 Villa St. I wanted to be sure, so I checked Google for the CarrierIQ logo:

You can make it out just to the left of the 1200 on the sign.

Now, where the actual servers are that might be collecting data, you're right. They could be anywhere.

Unfortunately that's the world we live in nowadays.

The only choice we have to avoid this is to not use a smartphone or use one that has a custom ROM on it.
 
I think this interview accompanied by the official document will finally make everybody happy. I'm not kidding.

First, everybody can refer to it as "explaining everything" while not even reading it (18 pages?! are you nuts?).
Second, nobody knows who does what in the triangle CIQ-HandsetMaker-NetworkOperator, i.e. freedom to point to the other guy.
Third, everybody wants to start Xmas shopping and singing carols instead of reading this crap and now they have a reason to do just that!
Fourth, see first to start over...

Although my memory is getting hazy, the propaganda on front page Soviet Union newspapers was doing a much better brainwashing job...

I just went to the website for Carrier IQ. I find what is shown from their website in the thumbnail below to be alarming to say the least. There should be an option to disable this software or better yet have it totally removed by the owner of the phones in question. I was a law enforcement officer for 32 years, 16 years as a high level task force investigator with my local D/A's office serving two counties. I used every legal means available with regards to phones in my investigations when warranted, but not before obtaining the proper search warrants and or subpoenas. I agree with Rocky that this equates to illegal wire tapping. Even if the data obtained from this software is collected and used properly as this business seems to claim, the abuse potential is far to great. They should have received a cease and desist order shortly after it was discovered by Trever. Better yet, never allowed to start up in the first place. The seemingly ever increasing encroachment on our civil rights by business and government, concerns me greatly, and I do not readily sound these concerns often, as many already know. ;)
