Outside TV

I tried searching the forums for "Outside TV" and "outside" and both times received errors that my search parameters were either too long or too short.

So, according to the attached file Dish has added the Outside TV channel to my lineup (I am logged into MyDish). Further down on the page it says it's Channel 390 and the downloaded channel guide also has 390. However 390 isn't in my system. If I plug in 390 it goes to "programming not authorized. When I view "all channels' on the guide, 390 isn't there.

Let's start with what pack you have? Also, when I go to mydish.com under perks>new channels, it says MSP.
