So much misinformation.
Techs have a work order with the required equipment on it. Techs cannot change it up on a whim, and even if they DO have to modify a WO, the CSR needs the 4-digit security code from the customer to confirm.

Then the receivers only get activated one way - on the job, by tech, AFTER it's installed on their phone or by CALLING Dish, who will need to confirm the equipment and Receiver and Smart Card numbers.
Or by the Customer on the phone if the customer is doing their own installation.
NO CSR is going to "upsell" a Wireless Joey unless one is needed. Dish highly recommends wired Joeys whenever possible.
Needed, as in, no way to run cable to the location.
