No it is not. Every game has plenty of times where a players forward progress is stopped until his teammates arrive to start pushing him forward.

What, exactly, is the issue? What is needing to be fixed here? And forward progress has been brought up a number of times related to this - which is why I mentioned it.

The issue here is the Pushing of players, not really Forward Progress.

I remember in high school (during the stone age) I handed the ball off to a running back. He got stopped at the line, so I got behind him and pushed. I was penalized for "Unsportsmanlike conduct" 15 yards. I don't remember what the penalty was in the NFL or college, but it was not allowed...
