110/119 Spotbeam vs Non Tp Signal

Is it normal to get signal strengths over 100% on Spotbeam Tp, but get 40's-50's on regular Tp??? Could I have a bad lnb?

Higher signal strengths on spotbeams intended to serve your particular area are normal. CONUS signal levels are typically lower than local spots, but yours are too low for reliable service, especially during periods of rainfade, etc. If they were not that low at the time of installation, it is likely that your dish may be in need of realignment, or that tree foliage growth is now interfering with your line-of-sight to the satellite(s).
