Why not just remap the national feed like Directv does in alot of cases?

I know Dish doesnt carry Ion HD but why not carry the national feed and just remap it for the folks with an Ion affiliate?

In cases like this where Dish already has the "main" channel when they lable subchannels they use one of 3 numbers
-The current digital channel if available. Since WKAQ broadcasts on RF28 they (dish use that)
-The previous digital channel if there was one. As example in Mankato, MN (75 miles SW of Minneapolis) they are their own market with 1 station. KEYC CBS on -1 Fox on -2. CBS is renumbered 12. Fox is 38 which was KEYC's original Digital channel (at the conversion they went back to 12)
-some random number.

there are no local commercials on the Ion O&O. The only difference is the top of the hour Ion. In Minneapolis (as example) it would say in white letters near the bottom of the screen
