$5 Downgrade Fee to Remove DHPP

I thought the $5 downgrade fee was only for programming? This is the first time I ever heard of this. Now I am being told that the $5 downgrade fee is for ANY downgrades that you make (even if it is not for programming). Dish Network is really getting greedy.
