588 error message on 722

About every other time I turn on my new 722 (version 445) I get the following error message "Attention 588: If you wish to eliminate the per month additional outlet programming access fee, this receiver must be continuously connected to your land-based phone line or broadband connection."

I did a quick search and found others getting this message with broadband connections or disconnected phone lines, but this receiver has been connected since day 1. The diagnostic shows a good connection, and it displays caller ID and records the ID history just fine. As far as know, the line has never lost a signal and has never been disconnected. I tried rebooting, but it didn't help.

I don't want to end up fighting Dish over an extra charge. Any ideas how to fix this? Thanks.
