6 months free HD?? NOT!!

So I call last week to upgrade from the old "legacy" HD package to the full Dish HD package, and the CSR tells me that I am eligible for 6 months free. But, when I look at my statement yesterday the $ 20.00 is on there. I give them a call this morning, and the CSR that I talk to today says that is not the case, and my account is not eligible for 6 free months. What gives???
 
How come each of CSR have own different policy for same customer, but working for ONE company ?!
Is the company put stakes on such ridiculous way to get more money from unexperienced in CSR rulette customers ?
