About to sign up for E* should i hold out for EA?

EA looks more like a September time frame. Dallas already gets HD locals from 110.

True, but it does no good since Dallas will get a 129 dish for now since they have not mirrored 110/119 yet. The only single dish system available for the next few months in Dallas will be 129.

There is almost* no reason for someone in Dallas to wait for EA. Your HD locals are on 110. So with a single Dsh 1000.2 you get everything Dish offers (except a few esoteric PI channels). If/when Dish switches Dallas to the EA they would probably just swap your 1000.2 for a 1000.4 and point it towards the EA.

* The only reason I can think of delaying is if you can't get LOS on 110/119/129 with a dish 1000.2 but could get LOS on 61.5, 72.5 and 77 with a 1000.4.
