I don't believe so. I think it's simply a design error or implementation error.

If someone is sniffing your LAN when you authenticate, there's a chance that they may be able to capture your authentication information as it passes through unencrypted. Google's solution is to make sure the authentication information will no longer pass unencrypted.

More sexy headline than horrible vulnerability. Should only be doing so much on unencrypted unprotected wifi networks.
