They don't need to be. That's just the thing with terrorism. It's not just the actual damage that affects people, it's also the thought of potential damage that really affects people. Those 4 bombs could have just as easily been much larger and damaging. The (possible) reason for these is to essentially shut down the transportation system in the city. Shut that down, and you essentially cripple the entire city. Far more damaging then any 1 bomb (well..aside from a huge or nuclear) would do.
 
Good enough for your local station to raise gas by a quarter per gallon?

Unless Brits have changed a lot lately, this won't phase them. Hitler couldn't stop them, some jackass waving the Koran isn't going to either.

The UK has been hit hard in the past with the IRA bombings, the silly thing now is people still carry rucksacks around all the time, and leave them unattended on seats as they go to the toilets...
